The President of Niger has proposed a referendum on a new constitution, likely to be held in August 2009. National elections have also been scheduled for August 2009. Demonstrations may occur at short notice in the lead-up to and periods surrounding the referendum and elections.
Avoid protests and demonstrations throughout Niger as they may become violent.
There is an ongoing high threat of kidnapping against Westerners in the north and west regions of Africa, including in Niger, particularly outside the capital, Niamey. Any road travel outside Niamey should be undertaken in daylight, in convoy and with a local guide. Foreigners have been kidnapped from their vehicles in the past. You should maintain a high level of vigilance at all times when travelling in Niger and avoid unnecessary travel in remote areas.
You are advised not to travel to the regions of Agadez, Diffa, Zinder and Maradi, and north of the city of Abalak in the Department of Tahoua because of the risk of armed banditry, the activities of armed extremist groups and clashes between security forces of Niger and rebel groups.
